A global energy leader is looking to hire an individual who can drive the People & Culture strategy across Indonesia. This is the No.2 role in-country, reporting to the Country Head with senior global exposure. You’ll scale teams, build capability, and shape the People agenda through significant ongoing growth.

The Vice President of Human Capital & Business Services will provide strategic leadership and oversight for all Human Capital and Business Support functions in the Indonesia Business Unit. This role will shape the people strategy in alignment with corporate vision, drive operational excellence, and ensure business services deliver value to the organization. The Vice President will act as a trusted advisor to senior leadership, fostering a high-performance culture while ensuring compliance with local regulations and global standards.
Responsibilities include but are not limited to the following:
Strategic Leadership
Develop and implement a Human Capital & Business Services strategy aligned with corporate direction and tailored to the Indonesia Business Unit.
Drive workforce localization strategies for Indonesia and, where applicable, neighboring markets.
Translate strategic priorities into actionable plans that enhance competitiveness in the Oil & Gas sector.
Policies, Systems, and Governance
Oversee the creation, implementation, and continuous improvement of policies, frameworks, and procedures.
Ensure governance, compliance, and consistent application of Human Capital and Business Services standards.
Talent & Performance Management
Lead the design and execution of performance management systems that engage, motivate, and retain Top Talent.
Review performance outcomes and provide strategic workforce insights to the leadership team
Compensation & Benefits
Direct the adaptation of Global C&B frameworks to Local Market conditions.
Ensure equitable pay practices, robust job evaluation frameworks, and alignment with corporate pay philosophy.
Capability & Leadership Development
Identify critical organizational capabilities and oversee targeted development programs.
Lead succession planning and leadership development to secure long-term talent sustainability.
Qualifications & Experience:
Bachelor's degree in Human Resources, Business Administration, or related discipline; Master's degree preferred.
Progressive leadership experience in Human Capital and Business Services, with 5+ years in senior leadership roles. Preferably in the Oil & Gas or energy sector.
In-depth knowledge of Indonesian labor laws, HR best practices, and operational management.
Proven track record in strategic workforce planning, organizational development, and change management.
Strong stakeholder engagement and executive advisory skills.
Proficiency in HRIS, reporting tools, and business services management systems.

Strong leadership and strategic thinking skills.
Effective communication and negotiation skills.
Ability to drive business growth through talent optimization.
Deep understanding of Indonesian Labor Regulations and workforce planning best practices.
